Local authorities and European Union

A predominantly legal education

A highly specialised knowledge framework on French and comparative local government law.
The Master’s programme offers a predominantly legal education which is strongly oriented towards the professional world thanks to the combination of practical teaching and internship. Specialised seminars focus on the role of European local and regional authorities (municipalities, departments, provinces, regions, etc.) within the European Union and on the relations between the different territorial levels and Europe. Thanks to the presence of many practising teachers from local authorities and their European or external action poles, students are directly projected into their future working environment. On an operational level, they practice putting together concrete dossiers aimed at involving local and regional authorities in European cohesion and structural programmes. In addition, university lecturers provide a highly specialised framework of knowledge.

The teaching of local and regional government law, European Union law and international law is mainly provided in M1. Some of them are shared with the Faculty of Law, Economics and Management of Nancy. The seminars organised in M2 are much more specialised and some subjects are taught in English. The professionalization approach leads students to be immediately efficient, and therefore recruited at the end of their internship. The “Local Authorities and the European Union” specialisation also allows agents of the administration or organisations cooperating with local authorities and European institutions to complete their professional experience through a high level of continuing education. There is also the possibility of validation of professional experience.

Students can enter the local and regional civil service, particularly in the Europe-oriented departments, by passing the administrative competitions or by being recruited on a contractual basis (the possibilities for local and regional authorities to recruit on a contractual basis are significant)

They can also join the state civil service, in particular the prefectures – but also other deconcentrated administrations – which are mainly responsible for the implementation of the European Union’s structural funds, as well as the European civil service.
